Consider this: when someone decides to steal your possessions, they usually don’t have very long to do so. Maybe a couple minutes, max. So they almost never have time to investigate whether anything in your purse or bag or car is enabled with GPS technology.
If what was stolen had your phone in it or any other device with GPS enabled, then you can find it using a GPS tracker remotely. Keep in mind that you would need the Apple ID/Google ID to access these details.
